Marine Outloading Facility:
2,100m Long Loadout Jetty

The project owner was seeking to develop a new project in the North West of Western Australia to export high grade solar salt and potash. A long jetty was required to underpin the development and secure loadout operations. The jetty and loadout facility were a key cost input for the project and the Owner needed a detailed methodology, cost estimate and schedule to move forward with confidence and make a Final Investment Decision.

The loadout jetty was to be built in a unique location with challenging works over intertidal mud flats at a very remote site. The jetty needed to be at least 2,100m long to get into deep enough water for shipping and load out operations to be cost effective. It was very important that the cost and schedule for the jetty were reliable and properly justified to secure the necessary funding from both private and government sources to develop the site. The proponent needed a Bankable Feasibility Study that supported their contracting strategy and allowed them to achieve funding targets and commence the works within the Approval milestone constraint for the Project.
The Owner engaged Paemac to complete the estimate and schedule for the Bankable Feasibility Study (BFS) and Final Investment Decision (FID).
The project achieved closure on the Final Investment Decision and the Owner secured funding for the Project. The jetty contractor was engaged under a design and construct arrangement for a value that was very close to the cost estimate produced by Paemac. The jetty works commenced in 2023 and are expected to be completed mid 2025. The jetty will be used for exporting product in 2026 and ongoing for the life of the mine.
